Creating accounts using proxies and vpn should be disable abusers will surely use vpn and proxies to bypass this evil ip payment to create more multiple accounts to abuse bounty there might be already a vpn tagged with evil ip but there's so much vpn and proxies available out there they can just switch one to another.
I'm pretty sure there is a way to figure out when someone connected thru vpn/proxy
maybe the packet data received/sent from those IPs has certain marker or header
or the forum could just use third party service to build and update blacklisted vpn/proxy IPs

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

I hope there will be a limit of accounts per IP, for example, 5 maximum accounts per IP Address because some are creating too many accounts almost all I've seen so far are newbie accounts and the purpose of that is for airdrops the more accounts the more token to be earned, btw does account expire for being not active?

You're interpreting this the wrong way. http://dev.martinlawrence.ca/bpip/ is Vod's site, and that site deletes the "dead" accounts.
Bitcointalk itself doesn't delete them.
