If your bitcoin wallet is offline when you transfer bitcoins to it will it still receive the bitcoins when you then put it online?

Absolutely
But when you will put the client online again you will have to wait it to download all the transactions it missed before you can see your new coins

Yes, but like other member said it could take a minute depending how far behind you are on the block chain. Anywhere from a few minutes to a couple
hours at most depending how long it's been offline.

Is there a simple way to send from your wallet without putting the whole thing online?

Uhm you can generate a private key but that's not very easy, you would have to use bitcoind (command line bitcoin client) because the GUI client does not support it.
