After the publication, extensive comments from Ukrainian readers have already been made to the draft legislative document, one of them touching on the proposal to regulate the ICO separately from other digital assets, on the grounds that "in the ICO environment fraud is widespread that has caused mistrust of the entire crypto world ".

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

If the Ukrainian government is "legalizing" their btcmarket there are two sides: Firstly it seems great and I do not want to negate that but secondly they will start to tax and oversee transactions of companies in their country which also could be a loss. Maybe the smaller one..

anybody including companies that aren't doing anything illegal don't mind their finances being reviewed and they don't mind paying their taxes so you can not call that a downside. it is only a downside for shady people who wanted to do something illegal.
besides the good part of it is a lot bigger. a legal currency as bitcoin is in countries such as Japan, means a lot more adoption and a lot more merchants freely accepting bitcoin payments.

Ukraine seems to be really interested in the potential of cryptocurrencies but I'm afraid that investors won't be attracted quickly due to its political situation. Ukraine citizens invest a lot of their money in crypto and I'm not surprised - it must be really profitable for them. Regulating crypto is important, especially for such small countries.

I think this is a positive step for bitcoin development. But when the government has legalized bitcoin, you must be prepared to accept all the rules.
Because it is impossible for them to do good without receiving a gift.

Totally agree with you, any country that legalizes cryptocurrency will definitely benefit from it in future. It's obvious that crypto has huge positive influence on most of modern industries.

These are great news for crypto and gradually, crypto will hit it target which is to be legalized globally. Cryptocurrencies have faced rejection by most governments and I think it is a good news that some countries have seen the potential in cryptocurrencies and are accepting it. Its a good news for  crypto world that the country that legalize cryptocurrencies increased again. Maybe Ukraine also want to take a part using the advantages of crypto system. So i thought its very good news.
