Want to try Electrum and I understand the security advice. The reason I'm considering the portable version, rather than the stand-alone, is that I want to store a wallet on an encrypted partition that is only opened whenever I actually need to access it.

I didn't test it yet, but question about stand-alone vs portable: I guess the stand-alone version doesn't require any installation, but does store data in some generic folder, e.g. the regular Windows User / App data folder. Whereas the portable will probably store its data in its own executable's (or sub) folder. Correct?

In theory, there's no difference between theory and practice. In practice, there is.
