Governments dont determine success, they tax it.   Its possible a government may try and encourage or allow for successful business in some areas or oppose it but I dont see China as determining if ETH or BTC is the best direction.
If Chinese government is clever it will guess or judge correctly where investment could be best placed, they are not deciders of the fate of any standard.  That would be copying the thinking of a centralised government when crypto thrives on decentralisation

Bitcoin now faces many difficulties, some negative news pressure! Some new cryptocurrency competition! I think it is likely to be replaced by some sort of high-tech cryptocurrency in the future!

We cannot remove the fact that this thing can happen, but should we be afraid? If ethereum overtakes bitcoin, then we would just simply switch from using eth rather than btc. And we must admit, most bitcoin users that is active in crypto also have ethereum in their purse. Competition is good, and we as users will benefit more if there are tight competition on the top rather than just one coin that reigns them all.

I really do not think that's possible. Bitcoin still remains the king of all other coins, but I don't believe Ethereum can surpass bitcoin. It's practically impossible, at least, for now, as far as I'm concerned.

In my opinion, ethereum will not get past the bitcoin in a fast time. Ethereum takes a long time to get close to or through bitcoin, although we know that ethereum has the potential to grow and pass through bitcoin. However, in crypto everything becomes possible.

Although ethereum has a better ranking of bitcoin in terms of exchange and has good potential, but to get past the bitcoin price and get a position one seems hard to get ethereum. Not impossible can be obtained by ethereum, but it seems still too fast for ethereum. It is very hard for eth to surpass btc especially when it comes to its value, but let us not close the opportunity for eth to do it so... maybe in the next few years eth will start to boom and its price will surpass btc's. It is not fair rating. Verge for example has very big problems with security and it can't be in first 20. Of course we should understand that Bitcoin is the most decentralized and the most safety cryptocurrency but that rating does not take it into account.

A good rating, I'm a fan of ETH and I like everything here. I think that in a few years ETH will be more expensive than bitcoin. But I do not understand why bitcoin is so far in the ranking?

Yes it is still undoubtedly that ethereum is currently rank as the dominant coin in the crypto world. Bitcoin is still the profitable one but in the past few months of this uear it is amazingly watching ethereum was been able to make itself growing even in the downfall times of cryptocurrencies. Though it seems that ethereum is yoo far from bitcoin's current rank well let's just positive for ethereum to be in a good standing in the market.

That analyzation based on the technical valuation from every project. Remember bitcoin is a bit different because it was built to be the payment protocol system and it has not supported any technology just like smartcontract which help you to create the dapps in the platform. This is why bitcoin gets a lower rating in the chart.

I wonder why ethereum can top the list when it's been so long that bitcoin always occupies the sequence and at this moment both have decreased so ethereum should not be able to surpass bitcoin unless bitcoin decreases and ethereum keeps rising

ethereum supply is x5 more than bitcoin supply , so surpassing btc even in current scenario will make ethereum market cap around 700b USD which is much more than current marketcap .
so at least for coming 3-4 years I don't think ether value will be close to even 25% of btc price . even in that case it will 1st rank coin . it can happen only in scenario like any country announce ether as its official currency . it is just example .
