What happened::
Messaged to purchase a small amount of BTC. .2 was agreed.  Sent payment of $160 dollars then he stated that he could not send me any btc since the funds were on hold for 21 days.

Ok, that's not right.  How about send .1 now then another .1 when it clears. 1.  Funds were sent, maybe it's not for a verified account.  Ran into this before?

Sorry you had to learn the hard way, but out of all the veteran members with reputable trust ratings, you had to pick a guy who just registered a few weeks ago to do business with? Rule #0 in the "How to spot a scammer" thread (https://bitcointalk.org/index.php?topic=137288.0) is:

If you paid thru PayPal with a credit card you should be able to do a chargeback.  Good luck

This is a valid reason but obviously he should have known the risks. When you first create a new paypal account and receive payment it takes 21 days to clear. If you did not send this as a gift then yes it will take 21 days to clear. The right thing to do would be for him to refund you OR him send the agreed amount to an escrow for 21 days.

It was sent as a gift.  This was in another thread and his reply is what really threw a red flag to me.

And you still haven't posted a TXID anywhere.

I understand where the story you tossed out there about a 21 day hold on funds came from - eBay holds PayPal funds for 21 days for purchases. There is no reason that would apply here, as I'm almost positive that there is not a 21 day hold on funds sent as a Gift.

Just post the TXID and the matter will be cleared up, I'm sure.

General PSA: if a service eschews use of the very tools that go into making Bitcoin powerful (say, tx ids), it's not a service, it's a disservice.
