I have the same MSI r9 280x Gaming GPUs, running 3 of them in a rig.
My hashrate is around 670-680 kh/s max. Aslo another problem is that the hashrate is very unstable. Its going down to about 300-400 kh/s then going up to 680kh/s. And this happens all the time regardless what coin/pool Im mining. Long time average for these 3 cards is about 1850kh/s
Current bat file looks like this:
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1
cgminer --scrypt -o stratum+tcp://middlecoin.com:3333 -u x -p 11 -I 13 -g 2 -w 256 --thread-concurrency 8192 --gpu-engine 1050 --gpu-memclock 1500 --temp-target 70 --auto-fan
I have tried different values for thread-concurrency and gpu engine and memclock but wasn't able to get more than 680kh/s. I tried these in cgminer vers. 3.5.1 and 3.7.2 but I never got more than 680kh/s.
The GPUs are running on a Asrock 970 Extreme4 mobo. with 8 Gb of Ram.
PSU: 2x Corsair RM 750.
OS: Win7 64
As ibrahim11 suggested Im also thinking of flashing the BIOS.

Also another question about the gpu-powertune: should it be 20 or -20, bcs I see that both options have been suggested here already.
