If someone is capable of creating something valuable - why would they try to revive an old coin/token, which could have been a scam or have other negative baggage, and is likely to get dumped by old bagholders if it gains any value. Sounds easier to start from scratch.
There was this discussion with Paycoin (XPY) back in the day and no one could give any good reason, yet there was an attempt to resuscitate it. A year later it predictably failed.
They would have to fork, not simply take over. Also, the community would need to be "transferred" to new telegram, twitter, web, facebook, ... accounts. Not an easy task.
