Look, bounty managers don't have any right to enforce KYC unless they are running ICO and in that case - do research.
Is it not possible to centrally store KYC at Bitcoin talk account from where bounty manager can access details of bitcoin account holder who is participating in particular bounty.
You can start with your own account. Put your ID in avatar and all your personal information in signature. Add credit card number and pin under avatar.
