Codex = decentralized registry of unique arts and assets?
I get your point but how are you supposed to monitor if those registered in your project are still alive after some years? Most of the unique art and assets are smuggled and bought by some rich guy from somewhere. Or it might be destroyed in some house fire or someone stole it and kept it themselves. So how?

"Most of the unique art and assets are smuggled and bought by some rich guy from somewhere." - This is not very accurate. Actually, there are auction houses/museums/collectors, that will benefit to use Codex. And this is who Codex is looking to pursue.
If an item is "smuggled and bought by some rich guy", they will likely not use Codex, as the history would expose them. So this is not really a concern for Codex.
In case there is a fire or stolen item, there are what is referred to as "behavioral incentives" which will sync the registry with physical items.
