The core team is based in Kuwait (With the Kuwaiti entity JM Financial). The rest of the team is scattered across Dubai, San Francisco and a few other European countries.

That's the only way to go. Register the company in a country that has the least amount of restrictions and then get the best people that you can from anywhere.
