I say you either sue them ...

Who is "them".  BTC-e has no corporation, no know entity.  It is simply a website running on a server.  Even bank wires are done through the accounts of a third party.

To sue "them" you need to know who "them" is.  If you needed to sue "BTC-E" today tell me exactly who (person or company) you would sue and in which country.

they continue to join my new tickets into the old one but still i get no response, no feedback - nothing. I'd be REAL surprised if i ever hear anything from them again.  If you have any funds on deposit, I strongly suggest getting them out.

Does this have to do with the recent Bitcoin Ban for Russia?

+1. Fascism is not the way to decentralize something.. I am of course exaggerating with my use of fascism here, but you understand where I am going.

First MTGOX, now BTC-e.

Just avoid any and all exchanges that hold on to your funds!!! why?! Because any company that holds your funds without keeping it SEPARATE from their funds will eventually scam your money when they run into financial problems. all companies eventually run in to financial problems. remember, apple computer was close to bankruptcy once, though they are successful now. Also, any company that handles your money should be independently audited. I dont know of any bitcoin exchanges that meet these criteria.

The safest thing to do is ;
1. localbitcoins meet at local bank to make sure no counterfeit and no robbery. but do only small amounts to avoid getting arrested by the bitcoin police. keep it LEGAL. <$300 usd per year in florida.
2. coinbase or bitpay. empty your account immediately after a trade. don't keep any funds with them.
