Which one? There are 3 available active promotions at bspin but I do believe no one will create multiple account and register under their own referral link for the bonus. All the promotions required deposit and rollover obviously, would you register yourself under your own referral link then risking your money for the affiliate program? Probably the games are the ones from GameArt provider. Some of games are indeed not playable for players on some countries. If yahoo is referring to the games from GameArt then it is normal because anyone from the restricted countries by GameArt wont be to play the game no matter in what sites they are trying to play.
