Both of the am are very good as platform. But at this moment ethereum is the most popular and most used chain. Most of the icos are based on ethereum. In other hand neo also have some good project in their platform. Maybe ethereum is the most popular platform token among all platform token but neo is technically better than ethereum. NEO is more for Asian countries and ETH more for Western countries. It's hard to assume that any of those will be a global one, except bitcoin.
However, ETH is way more recognized currently than NEO.
