What does it mean activity? is it directly proportional to the amount of posts?

It's a combination of time logged in and how many posts.

Every 2 weeks, you can get an activity increase of 14, IF you post at least 14 times in the time frame.

Nope, the activity level is calculated as:
The activity number is determined in this way:
time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)

Activity is updated every 30 minutes.

your activity increases for 14 every week if you have made at least 1 post in that week as long as your post count is bigger then your activity..

Then why did my activity go up 14 with one post last week?

Check your own profile, and you will see:
Posts: 732
Activity: 70 (so, you have been active in 5 periods)

Say, if you only make 1 post in the next period, your stat will become
Posts: 733 and active in 6 periods
Then, your activity will be =min(84, 733) = 84 lol.
