Yes, I think Binance would be the best exchange nowadays because they can addressed issues quickly and what the people want is an exchange that has a quick support so that whenever they have problems, they can easily approach their support. Only few people trust Forkdelta, I'd rather trade with IDEX because they have better volume and it's easier compared to Forkdelta.

Yeah it would be much safer if you trade on decentralized exchange sites too, yeah binance is very likely to be vulnrable to hack. but that does not mean you avoid it while the volume in that exchange is very large and may quickly benefit to you, just use the right amount for allocation..
