It's not my tutorial (and therefor there's no reason to give me the bounty if it works), but have you tried this guide: http://highoncoins.com/litecoin-rig/how-to-install-ubuntu-and-optimize-cgminer-for-litecoin-mining-rig/

Seems pretty in depth.

As far as CGminer goes, you have got to use build 3.7.2 or older because newer ones don't support scrypt mining (litecoin). You could also try SGminer (4.0 and 4.1 are both fine).
Also, in that tutorial he says to use the latest driver, dunno about that, but try it, if it ain't working, use 13.12.

make sure you have the AMD SDK ( http://developer.amd.com/tools-and-sdks/heterogeneous-computing/amd-accelerated-parallel-processing-app-sdk/downloads/ )
then:

Code:
sudo apt-get install pkg-config libtool libcurl4-openssl-dev automake
wget http://ck.kolivas.org/apps/cgminer/3.6/cgminer-3.6.6.tar.bz2
tar jxf cgminer-3.6.6.tar.bz2
cd cgminer-3.6.6
CFLAGS="-O2 -Wall -march=native"
./configure
make

cgminer -o stratum+tcp://pool:port -u username -p password

I realise it's certainly not a full guide, but hopefully enough to get you running cgminer

You can always just run it with Windows. There's really no reason why not to if it's so complicated for you to get linux up.

I got 3x R9 290 running perfectly fine under Windows 7 64bit.
