Any developer that lists before distributing tokens to investors needs to be suspected. I would even say that he has breached the rules of investment. Only put the horse after the cart and not the horse before the cart. So, listing should come first.

what should be done is the distribution of tokens first, because it's useless if the token listing is done first there will be no trading movement because no one has the token yet

It is better to block token and unblock it after  listing on the large stock exchange. If they give tokens before the listing then they will appear on decentralized exchanges and its price will be very low.

That happened the price was very low because of the bounty hunters selling their token after distributing. Hunters are not mostly holding their token they are probably selling quickly their token share as a reward. And make the dumped the price of the token in the market and possible to not recover and make the token turn to cheaper price. So, it good to distribute first and then after a week list on the exchange.

Even better solution is to first get the token on one of the top exchanges with intense daily volume. Then to do weekly distribution so that price will not be so low than initial and in the meantime it will have time to recover and be even bigger before next distribution.

It will be much better that coin get listed before the distribution because if they will launch before the distribution then in that case people will have trust that they will be able to make easy buy much amount of tokens and also they will have positivity over to have tokens of that coin .
But in actual it doesn't happen the same , most of the times when we came across the ICO then we found that they are make distribution first and after that they launch the coin at worst exchange .
Here in the present time such works like to launch the coin after the distribution is leading into big scam , for exmaple KYC.legal token Results into a type of scam , they launched the coin at a useless exchange and there is no any type volume so that atelast we can make a small amount of money back of our Investment .
So keep in your mind always that ICO = scam , and nothing whatever they will do , only form own profit .

Distribution of tokens and then listing on the exchange it is a good start. Why not the other way around? If the token has been listing in exchange before distribution, it will happen price dumper caused by the hunter.

Personally, I think it is better to get token listed on an exchange list before the distribution of token to participants because with that, It will help participants know how promising and potential it will be.

for me, it's the same. I don't care about the price of tokens. the most important thing is that I get income from the bounty. I immediately sold it if I got the bounty token. and I'd hold bitcoin rather than hold tokens.

both of them are no problem for me. if a listing in exchanger and then distribution token, we only need to sell the token directly. because if the bounty hunter gets their token. they will sell it. but if the token price hasn't reached ico's price, we better wait for it.
