I think it sounds more like a dream.
Because the overall market is still undercapitalized, it is unlikely to keep rising even as ETF drive large amounts of money into the cryptocurrency market.

Well, not all will become a billionaire because in the first place, only a few bought a bitcoin on its dip price and most of them are already a millionaire or billionaire, the big whales. The pump of bitcoin is caused by the positive news that spreading recently. We are not so sure if the news or update  is manipulated by the big whales as well for them to exit and gain profit, then they will buy back when the btc dumps again.

I believe that Bitcoin itself will always hit new high price, but it's almost impossible to see an infinity bull run. In fact, there is always FUD created by big people in the crypto space to dump Bitcoin. What is the purpose? Simple, imagine you are a billionaire and you want to jump into crypto, put some of your money there, what will you do? you can put your money anytime even it's a bull run, you would better to either wait the market is down or make the market down. So you will get more Bitcoin with your money and you'll be able to take more profit from it. It's just one of examples.

i don't think SEC will be going to do that in the near future as there are lots of drawbacks when it comes to trading with the cryptos as you cannt take tax from the people, you cannot stop the black money even and there will be no authentication of the people mining or trading with each other so these things can lead the county into corrupt society so this might be difficult to say that SEC will make this permanent exchange medium.

I know that the market will bull again but with the way the market is set up and how volatile the coins are there is no way that the price of the coin stays up without falling back down to lower prices. You must always keep in mind that. Everything goes through four stages: Start-Up-Recession-Death. There is nothing that can grow without stopping. And if the SEC refuses ETF, then what you say will fail

Maybe, but keep in mind that a market that grows too fast will lead to great correction as well. So I think it would be better if the market grows in proportion to the growth of the community, because that would probably be the real value of capital.

I don't think it is possible for the market to bull and not experience a fall in price again. I don't even think that that spells out a good thing for the market. I would like to think that with a situation like that, it might lead to a crash in the market, and maybe a possible death. Why do you believe that the SEC will announce it, give me your reason or your assumptions why the SEC has the possibility to do? on the other hand there are still many things that become the weakness of cryptocurrency I think still need a lot of improvement and even this is very unlikely in my personal opinion.
