When someone of "newbie" status sends a private message to one who has disabled receipt from said class of sender, is the sender notified that his message will not be delivered?
It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

No, you will not get any message for undelivered.

there is the default setting, that " member cant receive the msg from newbie"
 if someone eager to receive the message, then he should enable this option.
