When someone of "newbie" status sends a private message to one who has disabled receipt from said class of sender, is the sender notified that his message will not be delivered?

No, you will not get any message for undelivered.

there is the default setting, that " member cant receive the msg from newbie"
if someone eager to receive the message, then he should enable this option.

"User 'SuiMikira' has not chosen to allow messages from newbies. You should post in their relevant thread to remind them to enable this setting."

Thanks, all.
