https://coinb.in you can create, sign and broadcast transactions manually or through their web wallet.
You need to enter your bitcoin address to get inputs and create a transaction, and you need to enter your private key to sign the transaction (coinb.in runs client-side in your browser with javascript, so that the coinbin server never sees your private key, but you can download coinb.in source and sign the tx offline).
I also used Guarda web wallet (
https://guarda.co) for small altcoin transactions, but I dont know how secure it is for large amounts.
Do I need ID for greenadress and the two other web wallets listed at bitcoin.org?
You shouldnt need government ID for any crypto wallet. At most you would need an email address, password and possibly phone number for 2fa. You can use coinb.in to send and receive bitcoin with only a bitcoin address and private key (as bitcoin should be).
