I am thinking of taking advantage of their low price.
However, I wonder if putting dollars there is a good idea in the first place. If people can withdraw their dollar from mtgox then dollar balance there is not underpriced.
If people can't then I shouldn't put dollar.

No, you can't.
The only way to get anything out of Gox right now is 1) BitcoinBuilder to exchange GoxBTC to RealBTC. 2) SEPA (Euro) and JPY withdrawals, but they are very delayed (but in contrast to USD withdrawals, they still happen eventually).
Option 1 is a legitimate way of getting funds out right now. Option 2 might work, but if Gox goes bankrupt soon, it may be well before you reach the front of the withdrawal queue and your money will still be stuck/gone.

Euro or Yen only and thats a massive gamble the dollars are moving slower than a snail. Also might be worth checking out all the news on gox. Some might be FUD some might not who really knows.

SEPA transfers allegedly still work exactly as they've worked for a long time now, i.e. with a long delay.
MtGox has been lying to its customers for a long time about many things, but they do seem to be honest about the EUR (SEPA) situation.
