OP is only concerned with quantity not quality. So I imagine they will have a lot more posts deleted in the future.

Then I took a look at the wondrous amount of bounty posts, and on top a crappy topic posted in the wrong section - reported to be moved, borderline but not likely to be trashed

If your posts got deleted without you getting a notification pm then your deleted post was on a deleted thread and therefore when this thread gets deleted your own post will delete with it too. Sometimes thread get delete by the person who started it so it does not always have to be a trash thread. I did not check the quality of your posts I just giving you a straight answer to your question without trying to judge you, but from my experience  not  answering threads started by newbie accounts that have 1 line question that is repeated hundreds of times before will definitely help your posts to not get deleted with such useless threads.

1. I think this is because S/he joined this forum a month ago, create 42 posts, and 4 of his posts deleted[1], so S/he thought there were restrictions on posting "as restrictions on activity."
2. paid signature.

It is better to read the rules and stay away from creating useless topics.

Just as like most of the bounty hunters, who only care about their post quantity...
I don't know why they try to post in spam megathreads, those are periodically get deleted...
If they would just post in off topic, they won't lose a post...

I often think about creating one megathread in the off topic section for those who only want to gain activity, e.g.: post here to increase you post count and not to bother the other users on the main boards...

In that case they would have a topic where they can spam and the forum would be free (or nearly free) of spam...

Every spammer would just had their spam posts deleted after a while, but no other members would suffer for deleting that one big spam megathread...

I know that nowdays everything is robotized, and bots don't really care about the whole thing...

But to be more serious:
What if we restrict the posting to 1 post per day until the newbies get 1 merit at least?
That won't restrict them too much, they can ask for help, they can open a topic if they need, but we will have less spam (they can't join to a sig.campaign where there's a 20 post minimum per week)
The same would apply for jr.members too...
I know that account farmers would just start to create more accounts, but it would be more easy to spot them too...

None of these ideas are new to me. Even if I don't respond to suggestions, I do read them, and they float around in my mind going forward. If it's not already done, then there's some reason why. A big possible reason is that I'm the only person who does development on the current code, and my time is limited. Another big reason is that this is a huge forum with complex dynamics, and even small policy changes can have big effects which need to be thought through very carefully.

What is your programs? Are signature campaign? Or something else? If you make some post with good quality help some one or constructive post, you should not afraid because it can help somebody or make this forum to be better. But if you afraid i think you should introspection yourself and if you joined with some bounty the team or someone maybe will report you that you are spamming so you will get regret later.

^ This right here is what keeps your posts being deleted, aside from your posts in the bounty campaigns your other remaining posts are containing very bad grammar, you cannot even put the word "i" in the right case. If you want your posts not to be deleted do not make them look spammy in other words you must put up a well thought post with good grammar. Putting up some general and common answers with a very bad grammar will increase the chances of your post being reported by other members.

If you dig deeper, the true meaning even back when this forum was new was in one way or the other about making money alternatively and be financially independent and have control of your own money without third-party involvement like government / banks / nations etc.

As for the original purpose of this thread. I believe its long been solved. So I would request the ever so humble shit posting OP to kindly lock this thread.
