Because maybe he is just the poster child? Indian reservations are sovereign from the state they reside in, not the federal government. Maza can only be as legitimate of a currency as a poker chip is.  I doubt this guy even has a seat within his council.

The people who got lucky and bought MAZA for 1k satoshi, most of them dumped already, because if they bought it for 1btc they got more than 9btc+ pure profit, so they just sold it and don't looking back. If they studied MAZA so hard and trully believe it, that they aren't even selling now when they bought @1k satoshi, if that is the key, then it would be wise to imagine that they had bought of all their money they had when it was @1k satoshi.
