ICO only thrives when the market is vibrant and up. And when the market goes down and gloomy, no one cares about ICO because it does not bring profit to them. Most of the ICO in 2018 scam because they did not continue to develop their projects after the ICO ended. Keep away from ICOs if possible

No matter there's a scam ICO or not, people will be gullible to invest on anything they can get their hands to including ICO. So no amount of catalyst, like ETH price is drastically reduced or any other factors. That's why ICO's are born every minute, because they know that investors are willing to put their money on anything. The only thing though, is that investors are getting smarter, but it won't stop them from investing on ICO, in my opinion.

Ethereum might be reduced for another reason, it is not because of scam ICO.
You right investing a good ICO is the best thing to do but the problem is how you can find a good ICO that most of them are scammed or undeveloped project and many investors afraid on that scenario. I suggest to be careful to invest in ICO, because I once got an ICO scam and my money was taken away, this is an experience that I still remember so I suggest thinking about investing in an ICO project.

Yeah you need to invest on the ICO project but for ICO there is no such town you to need to follow I guess. If you meant to make double the money with the ICO project then you need to go with the ICO at the pre sale time itself.
