The time is perfect if you're looking to buy ethereum, but I'm going to give you just a few words before you do it, ethereum is very cheap right now and it's definitely going to go up again and give you profits but that is only going to happen in the long term and if you are not willing to give to your investment in ethereum a few years to mature then do not invest in it.

You should wait more until the bitcoin will have done with SEC regarding the bitcoin ETF application. The more people will go to the bitcoin and try to take the advantage of the bitcoin ETF rumor.
That will give you a lot of chance to buy ethereum when the price is so cheap and consider about the fact it will get another difficulty increase and it's really worth to buy it.
