Yeah you are right this is the perfect time to buy and invest into cryptocurrencies but it is better to invest into major blockchain cryptocurrencies like Ethereum, Tron, Ripple etc instead of investing into the tokens launched by ICOs. most ICOs are dead and investing into their tokens would only mean a lost of funds.
