Most people when the market falls will prefer to play safe, because they are afraid if they get a bigger loss and for that it requires observation and analysis in some time before deciding to buy it better, holding or selling it.

The Losers in this bear market are the hodlers/believers - they've lost 80 to 90% of the value of their portfolio. Your ally and enemy is time.
If the bear comes back in a year, you're good. But if this is a prolonged crypto winter, it will take years to recover lost value.

While I agree that traders can earn more money than long term holders, how many of those traders are able to get back in the market at the perfect time? Very few if you ask me, less than 1% so while holders make less money it is way easier to hold your coins and make profits that way.

I believe that you make this post long term ago when the market is still in good shape and investors has not started selling off their holding.  Now I have decided to never tell any one not to sell as some of my friends are now counting what they have lost since January till now.
