Since they require a ton of documents from the ICOs, it's a hell of a filter to get rid of all the scams! And the remaining projects will be strictly monitored and almos "forced" to become succesful  |

It's the right approach! Even a well-intentious team can fail to build a product they announced just for the lack of experience. When you have tons of money, it can be intimidating, so portioning the budget already helps!

I suppose that #1 obstacle for the ICO is the lack of experience. Even if the team claims to have a few years of experience in crypto, it doesn't help a lot, sice the market is developing and changing all the time. And the next year it's always completely different from what it used to be.
