I’ve just checked it – they wanna get so many licenses. It isn’t as easy as they think it is. There’re so many pitfalls which only experienced specialists know about. In general, it may take them long.   
They have been working for a long time and they certainly have contacts of the specialists that they need. As for time costs, yes, this process really requires a lot of time. They’re planning to get the last license in 2024!

As far as i know, when the next round of the ICO starts. It should start on February, 16th.

I think about it if they have a license in many countries, they can work anywhere with no need to worry about permissions and can work well.

I don’t understand it: the FFS holding started developing project using its own funds, why does it hold the ICO then? They could keep developing the project using their own funds.
