I agree, but this is definitely not a bad thing. This is instead a step in the right direction if you think about it. Regulation is necessary due to the volatile nature of this market where scam ICOs appear on a regular basis. This whole process of reviewing companies before allowing them to post their advertisements on their website is beneficial for all of us since it discourages scam ICOs and saves us a lot of hassle which is why I feel this is a great move.

this is a good start, indeed google only allows ads for exchanges that come from US and Japan only. but it does not rule out the possibility that google can allow all products related to crypto to be able to advertise on google.
