Yes, this hard fork is for BCH owners. BTC owners won't be eligible to get Stash.

Your question is a bit unclear but if your Bitcoin Cash is on an exchange platform, the distribution will be completely up to the individual exchange platform to decide. If you want to ensure that you get Bitcoin Stash, send your Bitcoin Cash to a wallet which you can control before the hard fork happen.  We can't control what exchange platforms will do with your Bitcoin Stash. It's up to their discretion.
