Think you can always execute OTC trade by joining the discord channel and posting a statement of intent. Seem a few OTC deals and that was how I got my first PRKL too. Pretty sure there are few more PRKL available for OTC from miners

Not dead. Team is more active on Discord and to some extent on Telegram. They've been focused on developing smart contract capabilities lately for the blockchain and will also list on exchanges for more liquidity
