This is a risky tactic because it may have happened before but with the current, it will not continue. The market is too easy to evaporate and applying this strategy can make the investment money evaporate into the market. Invest in Bitcoin only when it's over and it starts to recover. What improvement did you talking about ? I think the most important thing to improve in bitcoin is the transaction speed.
If bitcoin network can processing more transaction per second, it will become easier to use as a currency.
I heard that lightning network for bitcoin is keep developing now, let see how it will go later.
