I think doge will not increase 8% by 1 day. So sell will be better than taking loan. Note: I am not a good trader.
But if s/he thinks it may increase then s/he should take the loan.

My assumption was/is that OP can't exchange the Doge because of fees to withdraw from an exchange. If that's the case, I can exchange it to Bitcoin, send OP his Bitcoin and leave my Bitcoin at Bittrex.
