There are two type of scammers.

1) ICOs that collected enough Ethers from investors and after fake ICO sale they dump their collected Ethers.
2) Scam forks, like Ethereum Nowa, Ethereum Classic Vision that are stealing private keys from Ether holders.

They have enough Ethers to dump the market. Drop from 14000USD to 100USD was caused mainly by ICOs .
