And once they get btc/eth, they just dump the price. And most dangerous thing is, they repeat the process. Hence arise the question of ICO regulation, KYC and product registration

Why an investor will be impressed without a solid project. If you do enough research, no one can deceit you with a fake project. We should not inveat our money without proper research.
I agree with this, people keep investing in projects that have no future and have done nothing and yet they are asking millions of dollars, this needs to stop, we need to be more careful and to stop giving money to developers with nothing to show for except a website and a white paper, if we did that the number of scams will be reduced to almost zero and we will show all those scammers that we are not as dumb as they believe we are.

You have a point here, some ICO teams sell off everything after the ICO to FIAT and it really affects ETH price. Vitalik didn't mean it this way, some bad guys are insulting the great works of Ethereum foundation which is very bad, nemesis will surely catch up with fake teams.

The statement above is true because since the ICO or smart contract project ETH prices have continued to decline. There have been many victims of investment fraud in the form of ICO projects and I think this should be an evaluation for ETH developers in the future.

Of course. Scammers demolish this great coin. This is a big problem. But unfortunately, no one can solve it. Regulators are needed. And other controls that would be isbavitsya from such is the number of fraudsters. I think every blockchain friend has the same problem.

Scammer can affect the price when they have stolen big amount eth,small scammed money doesn't affect the price ,few years back when phishing link started spreading many investor fund was affected and mainly new traders but now as awareness is spreading it has decreased so much.mainly investors loose there fund when they invest in scam ico's.

This could actually be true seeing that majority of the scammers in crypto world are literate. So pulling off stuffs like that cannot be put past them

This is very true because a scammer would ideally not care about if the market is going up or coming down or fluctuating. the only thing a scammer will care about is selling off his I'll gotten tokens as early as possible so considering over 90% of new blockchain project are coming and having their token sale on the ethereum blockchain, I believe the scams taken place among them also have the power to catch the eth price.
