I think the there is only two factors. First is public demand. If the demand will high I think it will become all time high like last december 2017. And the other one is innovation. If merchants will upgrade or innovate their system will start to accept bitcoin and when its happened many will use and buy bitcoin and it will be the start of bitcoin's brake it's all time high.

It probably crypto be needing huge support from the community and as will as from the government itself. It gives encourage and feel secured seeing it being legalize. Eve though we have that support buts still can't be assured that 2017 ATH will even be happen again. Having a $15k price will ever be satisfying price for me, but if it will go far behind $20k then much better.

Government is already aware of Bitcoin but it does not help in Bitcoin growth, it is the acceptance of the government and the its utilization of its resources in adopting the Bitcoin blockchain and using it for its payment system.  If the government creates its own cryptocurrency, I bet it will  limit its effect to the Bitcoin price since its cryptocurrency can be automatically converted to its currency and vice versa.

We need to give them a lesson that even small investors are not stupid so they don't easily control the prices on the crypto market easily. I think what he meant by the OP was "break" not "brake". The ATH was about $20k last Dec 2017. So what would it take to break that price again? I believe it will be a slow increase this time, but who knows what's gonna happen next? With mass adoption, I believe we will achieve that amount again but we don't know when will it be?
