I have a PSU on a rig, thats blowing air like a rocket launcher, immediately after start, the fans blow at probably 100%
I have the same PSU on another rig, thats acting normal...

Is the PSU fan defected, or is this adjustable in BiOS of MOBO
I have a CH81AP MOBO.

Any advice ?

simple buy this

and see what is your watts


if both rigs do the exact same  watts  then the psu has an issue.

if one rig pulls 2x or 1.5x the power  then it is not the psu.

if you mine  you should have a watt meter

Cheap ass power supplies dont always regulate their fans, i have seen plenty that are 100% fan speed all the time

I just use corsair digital PSU's. Easy power monitoring and fan control. Extremely reliable and efficient too.

So there isn't a way to lower the fan. Without opening up the PSU ?

You have different modifications of the PSU. It is normal and there is nothing to be affraid with such a noise. If you need quiet PSU than use BeQuiet DarkPower line. I think that they are the best PSU in term of quality, efficiency, and silence.

But the other exact one is, normal and very quiet ....
