There are terms of service that should be respected by all parties. If a service, whether it was a crypto casino, a mixer or any other service, stated clearly that a specific country citizens are banned and that using VPN regardless of your position is prohibited then anyone infringing these rules have to blame himself. You don't need to have big money in your account, the amount could be unnoticeable if the received amount ratio is low compared to your account balance. It's not based on my research, but on my own opinion that not all players deposit large amounts of money into their casino accounts.
