Is there a particular thread I should post this in? I paid this guy for 2 Azure accounts yesterday and he has gone dark. My mistake but I don't want other people to get scammed too.

Hello!

You can start a topic in Reputation and describe your situation. There are some experienced users who are going to give the scammer a red tag if the proof is clear. This negative feedback will show up on his account.

This's why we have the trust system.  If you have a valid evidence (proof of transactions) then leave the user a negative feedback with reference. You don't need any bodys approval or seek any permission to do that..

To make things more clear, do as @chenile have suggested with addition to creating a thread, add some valid evidence (proof of transaction) then other forum user plus DT members will join you in red tagging the account.

Note: If you don't have any vaild evidence of scam, it'll be considered as just an accusation so it'll be best you start your topic in Scam Accusations then other experience users might interval in proofing he's a scammer.

The trust system isn't moderated the only way a red tag can be removed is by appealing with the user that tagged you to removed the tag. Although administrator can interval in some special (serious) cases and remove the tag if necessary when it's a false one.

Note: Not every negative feedback you get contributes to you trust score, some will be seen as "Untrusted feedback" depending on the viewers custom trust list settings.

The moment you start leaving negative feedbacks on other users accounts, you'll make enemies and probably get false red tags so you have to read these quotes on how false negative feedback (red tags) can be handled

No, moderators cannot intervene in the trust system, it is moderated by the community and unregulated, only the person who left the feedback can remove it.
However, you should not be much bothered by retalliatory feedbacks with no basis. Users can check the reference and decide if a feedback is worth taking into consideration.
