Once a transaction has 6 confirmations, it is extremely unlikely that an attacker without at least 50% of the network's computation power would be able to reverse it.

I agree with your logic - they are not a Bitcoin merchant.  However, by the same logic, they are not a Bitcoin service, as they do not accept Bitcoins.  Perhaps "exchange" is the best spot for them, after all, as they deal in trading Bitcoins for fiat currency; even if it is in one direction, it is still an "exchange" of currencies.
