The project is doubtfull and site design also look poor even in my view the site is more likely similar such as blog with plenty of empty banners and honestly i could not understand what language OP did use when he design this site because those language is not an english and i have looking around the site to change language setting but from the top to the bottom of page i could not able to find it

Excuse me if I do not believe that you have a weekly jackpot of 1 million dollars when you fail to present the website properly with a proper account and design. I mean could you possibly give out that much money if enough people join and play? Sure why not if people give that much attention.

From the first look at the site, it seems that a college student has developed such a site with a lot of room for improvements.

It is the truth about their website, they are lacking of many things and look on how interested the OP for the suggestions and feedback of the people here. If this is a serious project and casino, they will become more active of conversing with other people together with the development of their website. But to see it right now, they haven't replied yet although he replied to few ones but there's more other concern that he should address before proceeding.

Well, the could have made a better plan and a could have done good promotion before the launch. This could have got him better usage, and now the site being down gets users away even though it has got some favourite games of players around the forum. The initial success defines the success, so first outlook should attract the community.

I see no hope for this one bro, if you look at the footer area closely, the site uses a template.
