You'll get a situation similar to Auroracoin where everybody knows that a large amount of cheaply bought coins are going to flood the market on a specific date. The price will crash before this time screwing over your IPO holders (assuming this isn't a scam and they actually get their coins in the first place).

If you want a free market you give your IPO holders their coins and they will decide what to do with them, sell or hold: it's their choice. By not giving them their coins at launch you create a false economy and nobody truly knows how much the coin is worth.
