I recently bought Bitcoin from an ATM. I tendered a $100 bill and got bitcoin worth $87. The Bitcoin immediately showed up in my Blockchain.info account when I went back home and checked on the computer. I was not familiar with the concepts of cryptocurrency, so that same day I decided to sent Bitcoin to an address. When I sent to the address, I chose a $0.03 fee which is ridiculously low, now that I know. This transaction has now been stuck for a long time now. When I went back and checked everything again, I found out that I had spent that Bitcoin from an unconfirmed transaction which is still pending 0/3 confirmations. I clicked on the transaction ID of the ATM transaction and found out that a $1.25 miners fee was given and It still isn't confirmed. With the same transaction from the ATM, when I clicked on the transaction ID, it has over 600 confirmations. And when I select the transaction of where I sent Bitcoin, that as well has over 600 confirmations, but Blockchain.info says that both are still pending. As of now, I'm very confused to as what is happening. Can someone explain?

Mind sharing your address/transaction id? Afaik, you can not spend funds that are yet to be confirmed.
I pay around 20-30 cents for my BTC transactions and they get confirmed within 5 minutes.

Not sure if I could follow. So you sent bitcoin to an address with a $0.03 fee, hence the transaction got stuck. But then you managed to spend the bitcoin, a second time, with the first transaction being unconfirmed? Also, you "clicked" on the ATM transaction and you found out that it still isn't confirmed; then you clicked it again and saw 600 confirmations? I'm extremely confused.

blockchain.com(previously .info) is known to have many different bugs in their system which they never solve. so i wouldn't be surprised to know that the transaction is already confirmed. but to be sure (in case you don't want to share it online) you can take the transaction ID they show you in your wallet and use another block explorer (like blockcypher or blockchair) and check the status of that transaction. if your tx was not confirmed then check the one it is spending, if that was also not confirmed then try going back as much as you can and see whether what you have is a chain of unconfirmed transactions because at the moment that is the only way possible for transactions with such fees to remain unconfirmed since low fee txs are also being confirmed fast these days.
and finally i would suggest using a desktop wallet instead of a web wallet such as blockchain.com. Electrum is a good one. first learn how to use them, download from the official website and make sure to verify their signature and then move your funds there.

You've been bought Bitcoin from ATM machine and the transaction fee was $1.5 to your web wallet address which is blockchain.com and then you've sent into another address and you've set in 0.03$ fee which very low fees. It's very simple logic, high fees with fast transaction and low fees of course low transaction. Yes, web wallet is not safe it is better to install desktop wallet here: https://electrum.org/. You can set into 5 blocks which it takes minutes to wait only.

The easiest way you can get help with your problem is to produce your bitcoin address and the transaction link so that members of the community can help you with the right advice, if the transaction is stock as an unconfirmed then any one willing can help you accelerate the transaction on blockchain.

It's quite obvious that you have made a mistake here by not learning the basics of making a bitcoin transaction. Also your post is a little ambiguous. You should have posted the transaction ID for better understanding and solution to your problem. From all what I understand from your post is that you have some pending unconfirmed transactions and because of this the latest transactions are still unconfirmed. The Low fees is not such big of an issue right now because it will get confirmed eventually but make sure that earlier transactions are getting confirmed before that. If you find any trouble in getting your transaction confirmed then you can also try to accelerate it by any transaction accelerator ( vaibtc is good). You can also ask anybody here to help you with these things since you are a beginner but for that you will have to post the link to the unconfirmed transaction.

Setting up low fees will really gave you a head ache, just dont adjust the fees when sending bitcoins, it will make your transaction a lot easier. I found out that I had spent that Bitcoin from an unconfirmed transaction which is still pending 0/3 confirmations. If your first transaction is still pending then which is from the ATM through your bitcoin address then likewise the 2nd transaction will also be pending since there is no amount to be sent. With the same transaction from the ATM, when I clicked on the transaction ID, it has over 600 confirmations. And when I select the transaction of where I sent Bitcoin, that as well has over 600 confirmations, but Blockchain.info says that both are still pending This one is though, maybe you could paste the transaction here it would help to solve your case.
Go here pool.viabtc.com just put your transaction id there and they will accelerate what ever transaction that is pending for you.

This would be the best option as it seems the transaction made at the ATM was never confirmed even though the user got the message in his/her blockchain.info account. It could be a technical issue that could be resolved. I know blockchain transactions are in reversible, but as the second translation has had no confirmation, would it be possible to cancel the transaction?

The two transaction you linked appears to have more than 700+ confirmations. If Blockchain says they're not confirmed then the problem is on the wallet since it fails to receive the updated status of the transactions.
Find an alternative way to access your blockchain wallet like making a backup file of it and import the file on a different wallet.

Probably that's why people are hesitant to use direct crypto - fiat ATM's, fees don't make it worthy to use. Can you try importing your pvk to other wallet? Problem seems to be on Blockchain.info's side.

then as i suspected earlier this is another one of blockchain.com's nasty bugs which you are encountering in your wallet. try contacting the support via the links on their website and ask them to fix this. and (i am repeating myself) but move to a desktop wallet instead, they are much safer to use and if a bug is found, they will be fixed unlike blockchain.com where bugs are known to reside for years.

Probably he was trying to use the ATM for the first time because of curiousity of how it works. The high fee does not make senses obviously, as he should get less fee on exchange. Or perhaps he bought on atm because he do not want to use exchanges for a reason.
As mentioned already, the problem could be on the blockchain wallet. I have never experienced similar problem with blockchain, I used it regularly in last few months (the android app).

I never knew it's even possible to spend the bitcoin that one have already sent to another wallet address....the narrative is even more confusing. I know that most at times using the custom fee button and setting transaction fee to a lower figure makes confirmation of such transaction very slow. But it's not possible to spend already spent bitcoin.
