I suggest a prompt at some point in account creation where the new potential user is shown the site basic posting rules and guidelines.

Maybe this is already the case. I don't remember, because I created mine so long ago, and I don't feel like checking by going through the create new account process.

I think every new user should read a small resume of the main rules (e.g no spam and NO PLAGIRISM) and then pass a small test to see if he has read it. Most spam Newbies probably don’t even know there are rules (which is why they probably copy paste so much and think that’s ok).

Wasn't this or something like this been suggested already in the past? I'm surprised something like this hasn't been implemented yet, as I don't think it wouldn't be anywhere near complicated to add something like this.

The idea of a "Welcome message" which is displayed to all new accounts has been discussed many times before. theymos even wrote a draft of one several months ago: https://bitcointalk.org/index.php?topic=5036308.0. Much of what follows in that thread is the general consensus that theymos' draft is too long, and any message should be a very brief summary of the main points (don't spam, don't plagiarize, etc), with links to the other important stickied threads.

Unfortunately the idea seems to have fallen by the wayside and not been implemented.

Unfortunately you cant force someone to read the rules if he doesnt want to, actually if he is too suborn to do it. But some sort of popup upon registration with the most important things to pay attention to would still be welcomed. A focus on plagiarism is priority since that is the reason that most members get banned.

New members never read the welcome message or terms and agreemnets, they hit the "I agree" button and move on.
Those who are joining the forum to spam believe that no one will notice what they are doing.

It would be better to redirect them to something like [CLUB] The SpamBuster! Over 7000+ accounts reviewed : [23.11] or Deletion log. It will motivate them to read the rules carefully.

The idea isn't bad at all, but maybe could be better if we had a button to instant access to the forum rules, it could have its own button on the menu before logout, another option is to make a link in the more section (https://bitcointalk.org/more.php) or at least on the help section (https://bitcointalk.org/index.php?action=help).

We should have easy access to the rules.

To be honest, I felt like quite an idiot for not knowing to look for the rules before posting.
I want to provide good content for the forum, but I didn't exactly know what the content requirements were. My ignorance isn't an excuse, but the prompt would help curve some negativity around here, I'm sure.

I think it should be added regardless even if a new forum software is being developed, as I assume while EpochTalk looks good right now, I still don't expect us to migrate anytime soon. I don't think changing the registration message would take that much time and effort.

You're probably right because most of the new accounts are not a real new members so for sure they are just here to spam the bounties thread.

How about to create a newbie quiz where they have to answer all the random questions about the rules and regulations of this forum and if they failed, they can't continue their posting or working in this forum.  Cheesy

From what he has said, this seems to be the case. Personally I think this is short sighted and simply making the user base suffer arbitrary enforcement of unwritten rules just so he doesn't have to personally suffer the moral conflict of some times operating outside of those rules because it is best for the forum. IMO we need clear rules IF ONLY so users who wish to follow them know what they are agreeing to.

If some one finds a loophole and staff have to operate outside of those rules, as long as they can explain it and it is legitimately best for the forum I don't think there will be any issues. Additionally nothing is stopping the rules from being updated. In summary, expecting people to adhere to an agreement of which they were never given the terms of is asinine and will only result in way more conflict than is necessary.

Rule 23 will be applied to any loopholes or trying to beat them.
23. When deciding if a user has broken the rules, the staff have the right to follow their interpretation of the rules.[e]

Further explanation about rule 23:
23. This rule is meant to prevent users from exploiting possible loopholes in the rules or some interpretations that follow the literal meaning of the rule rather than the meaning of what it truly wanted to prevent.

Staff interpretation(s) will kick in if they think that a certain rule is being violated.

We know that there is no written rule about bumping a thread using sockpuppets or alt accounts. However, user did violate rule 13 and rule 23 was applied.

Probably that would be most effective idea. It's a fact that many users are not aware of the rules because they never came across the forum "rules and guidelines" thread. If it would be made compulsory to go through the forum rules while creating a new account then at least many of the new comers will have some know how about the forum rules.
