I don't understand how EOS is related to this fork. Its not like this project is a dapp under EOS so there is nothing into it but a name EOS attached to it. untraceable of course is an anon which is related to XMR but seem not surpass the XMR capability which somehow I look at a good reason to fork is to make it more reliable or at least better than the previous one.
What is the difference how they are related? Is it worth going into details? In my opinion the most important aspect is the receipt of coins, as in all fork projects.

think most likely the developer wants to make quickly money. this project doesnt exactly pull on the top and it is unlikely that someone will use it in the presence of larger competitors.

while there is no other plan. with each new fork the price is getting lower as well as fewer buyers. the only one who really benefits is the man who called dev. added a couple of lines of code to the already finished project and first sold tokens on the exchange.

Can they just create their own blockchain and not use the popularity of these platforms?
Maybe, the advantage that they are looking here is the popularity.
