I've been accumulating btc ever since the huge dump in December, now I'm switching to alt-coins. I strongly believe that alt-coins will experience a mini bull run vs btc in the following months.
I'm thinking to split 20% btc 15% eth and 65% other alt-coins.
Up until now I've accumulated, in the latest 3 weeks, several strong alt-coins but I'm also willing to gamble a bit with lower market-cap projects with strong development and community. That being said, right now I've already bought or I'm looking into:

What projects do come to mind if low market-cap projects with active development and lots of potential is the goal ?

You really have a good plan but the probability of other altcoins grow against bitcoin is not there and you should do yourself a favor by buying those altcoins that has done very well in the past and are trying to recover now.  Many of the altcoins you see in the market now may not going to exist in future and some are dying.

I suggest that you should cross out dent on your list,
I don't really think that that project would really get a nice pump even if the bull run start.
I suggest Dash because of it's masternodes and it is always on the list of top 100 crypto.
I always like masternode because you could gain more just by staking it.

It is pretty obvious that Bitcoin is the most profitable coin in the market but we can't decline from having altcoins as our second choice. Only we need to choose the best amongst them cause of its numbers, it could be better to have those coins belong in the top 20. There we can make profits rather than of choosing the list provided by OP.

We should always look into this one and don’t invest into other coins that has no use in the market. You have great coins and seems like you are already prepared for the altcoins pump. I agree with your idea because Bitcoin has surpassed the price of $ 6,079. Therefore, the crypto market in the future will be very dynamic and attractive. I will buy some Altcoins that I like the best and wait for the bright to happen in the near future.

I think bitcoin should be a priority on this preparation not more on altcoin because you know bitcoin is the only one coin that sure can made good return and in fact alts always suddenly change direction when there's a rally. so IMO 65% on altcoin is probably not a wise choice mate because they're uncertain .
