How can I make a bank account with fiat? when I have no fiat?

When I was trying to create my bank account I fell into some loop holes here. I got a ticket for peeing in public because I went into a business and they said I could not pee inside unless I bought something
so I took at fat piss on the side of their building, I mean when you gata go you gata go. In order for me to pay this ticket, I needed to pay it with a cheque (you can`t walk in somewhere and just give them cash, when you live out in the middle of no where and have no car) I was told over the phone to it needed to be paid by cheque.

In order to make a bank account here you need picture ID

I did not have a drivers license (cost money to get)
I had a health card (but they don`t accept these, also cost money to renew)
I do not have a passport (cost money to get)
I did not have a age of majority card (cost money to get)

How am I unless I get paid under the table like I had to (it is legal farmers can pay people under the table up to certain amount), how am I able to cash my work check when I cant get cash to get create the account to make the ID?

Let`s say I cant find someone to burrow money or work for from, and I have no family, WHAT DO I DO?

The only reason I was able to pay the fine,The only reason I have a bank account now was because I knew a friend in the bank who vouched for me and technically I should not have my bank account today, They keep asking me for ID that I cannot afford.

Yes bitcoin could solve that, if they accepted the fees in bitcoin. Well they don`t accept cash to pay the fees, They said on the phone they only accept cheque or bank transfer

In our country, some banks (only selected few) accepts bitcoin as a deposit, they also process bitcoin withdrawal. Banks really require IDs for you to open an account, so you actually have no choice but to find money for you to get all the requirements to open a bank account. This is most likely the reason why cryptocurrency is one of the best alternative, imagine if you could've paid your fine right away with bitcoin, you would've no further problem.

these cracks in the system really suck. Like what would I do if I did not know someone in the bank and had no friends or family.... I still get hassled today to bring in my I.D, I DON`T WANT ONE! I DON`T NEED THAT ACCOUNT ANYWAYS!

Provided that he gets an actual check from his work, he has the ability to go to a payday loan company or whatever and just get the check converted into cash right there. While it could involve a relatively significant ding to his paycheck's value due to the fees that those companies would request, he would at least have the money needed to get ID (and the like) so he could open an account proper. However, it begs the question as to how he got near a business (and fined) when he lives in the middle of nowhere with no car. Or that's at least what I assume.

In an absolute zero-money situation, a loan could always be taken, or welfare can be provided by the government to get cash. If you're not able to go to a government office due to the lack of a vehicle, I'm not sure how you get into such a situation in the first place. That'd basically require a self-sufficient family progressively dying out on their isolated farm and then leaving, in this case, OP, stranded. That's something that's alien to me, admittedly. I can't comprehend how you'd get into such a situation in the first place.

It is much more easier to create a crypto wallet than a bank account,
And we could use crypto for saving funds this is made for us to make it much more easier.

He has a check from his work, but he cannot redeem his money because rejecting of the institution so he cannot get his money.
The bank will not give him money without knowing his identity because the bank doesn't want to get any problem for giving the money to the unknown person.
I guess there is another solution for him.
He can search for work but ask to receive the money in physical, so he doesn't have to go to another office to get the money.
He can directly have the money without any difficult situations, and he can also buy something after he got the money.

Of course you must meet the requirements requested by the banks in your country, as well as in our country. The cryptocurrency exchange probably maintains an account with a commercial bank for the purposes of receiving funds. The exchange can then withdraw the money and keep it safe or can leave it at the commercial bank to protect. The commercial bank does not know or care that you, the depositor, have a claim over the funds in the account. This is similar to how a commercial bank often maintains a balance at a central bank, the central bank does not track the customers of the commercial bank that's the commercial bank's responsibility. Similarly, the cryptocurrency exchange needs to keep track of its customers' accounts.

I was told I could not pay the fine for cash over the phone by two or three different people. I asked where I could go they said I had to mail it to them, I mailed the cash. They said they did not receive it. O well.
I also got another ticket public intoxication, I was standing outside of a bar a girl asked me for a smoke and before I know it her boyfriend and 3 friends are punching me. I did not even say a word to her, I just started to take a smoke out of my pocket for her, I guess the guy was jealous or something that she came up to me? I dunno drunk people are morons I quit drinking ages ago this was all like 10 years ago. I ended up getting arrested for being publicly intoxicated, everyone at the bar the 100`s of students outside were drunk, When I told the officer what happened as we sat in the car on the way to the stations, he said it is not his fault I am getting arrested it is to late now to change his mind he already called it in. I did not even throw a punch. Only to have that officer and his friend rip my new work pants up, steal 300$ out of my wallet and give me a fine for standing outside of a bar having a smoke and reaching into my pocket to give someone who asked for one who was of age to smoke. So let`s say I find work and work under the table (the only place to do this is a farmer legally)
I could save enough to buy ID, I don`t want ID.. Why should I be forced to get a ID? I am not driving.. I not moving in between countries.. I don`t need a age of majority card.  The only reason is because I am forced to pay the fines, fines I should of not of gotten in the first place.

Banks would always ask you to comply with their requirements and you should do something about that. There are ways to get an identity card. It's necessary for you to have at least one or two because you couldn't get any government benefits as well if you don't have it.

Where are you from OP? Luckly it's easy to make a bank account in my country here. You only need some little amount of money and some of your identity information and you are ready to go.

Based on your case, if there's no other way then go find some person from your area that can cash out your crypto. Collect it and save some money until you can get paid that things.

if you have a bitcoin why you don't sell it on localbitcoin? with localbitcoin you can sell your bitcoin with a person near you so you can get your fiat by sold your bitcoin

Whoever you might be, you're a citizen of a country. You've got the rights to go request for the identity of you. Even the refugees have got some identification card. This isn't a fair reason that you don't have a identity card, employees can vouch which happens all around. Here bitcoin can help in this regard, but it is our responsibility to have our identity that you're a citizen of the respective country.

@kryptqnick Passport is an optional document in some countries (e.g EU country), since its not free, a lot of people decide to made one only if necessary (go abroad). You can work, move also in EU without any limitation just with personal national ID card, or driving license.

Fill in the form yes sure but that's not the point. The point is about the administrative papers required while you can't provide them. In the USA there are over 10 million of citizens unbanked, guess why?. I'm taking the US as an example but there are surely a lot of countries in the same situation.
